There was a lot of focus on the waist in the 1940s - some designers even showed swimsuits with belts. Hard to imagine diving into the Atlantic with a belt on, only to resurface with it tangled in seaweed. "Uhh, gee, I don't remember putting on a fringed belt...". You didn't, sister. Belts are for dry clothes and belts are not for women who a) have really big boobs and do not wear supportive bras. b) have a few gazillion sit-ups to do, and quick (this is also known as wearing the Belly Belt after your pregnancy for much longer than you should). c) have no style.
